David is the Deputy Chief Executive (Energy Planning and Development) of the Energy Market Authority of Singapore, a Statutory Board, which promotes effective competition in the energy market; ensures a reliable and secure energy supply; and develops a dynamic energy sector in Singapore. David is concurrently the Deputy Executive Director of the Energy Studies Institute, a policy oriented, multi-disciplinary research institute that focuses on the three areas: energy economics, security and the environment.

David joined the JTC Corporation in 1990 after obtaining his Bachelor of Engineering (Civil) – 1st Class Honours from the University of Adelaide in 1990. In 1994, he was awarded a Master of Science (Civil Engineering) at the National University of Singapore.

David began his career as a Civil and Structural Engineer in the JTC Corporation, a Statutory Board tasked to plan, promote and develop dynamic industrial landscape in support of Singapore’s economic advancement. During his career with the JTC Corporation, he was appointed the Deputy Director of the Jurong Island Development Department in 2000 and the Director of Specialised Parks Development Group in 2003. Specialised parks include wafer fabrication parks, an advanced display park, a chemicals hub at Jurong Island and logistics hubs for air, chemicals and general warehousing industries.

In June 2009, David was appointed the first Director of Singapore LNG Corporation Private Limited, a wholly owned subsidiary of the Energy Market Authority.
